0 to 19 public health integrated nursing service (0 to 19 PHINS)
The 0 to 19 PHINS is a team that supports children and families to stay healthy. We want every child to grow up happy, healthy, and well.
What we offer
The 0 to 19 PHINS is a universal service for all children, young people and families in Leeds from pregnancy up to the age of 19 (or 25 for SEND).
We offer a wide range of support and services for children, young people and families in Leeds.
We provide routine health contacts through the Healthy Child Programme and can also offer additional support for children and families who need it.
Meet the 0 to 19 team
Our 0 to 19 service is made up of a range of health professionals who support babies, children, young people and families across Leeds. The team includes:
Specialist public health nurses: Health visitors and school nurses
Staff nurses
Family health workers
Healthcare support workers
Depending on your child’s age and the support you need, you may see any member of the team. We work closely together, so everyone involved in your care has access to the same information and can offer safe, consistent advice.
When you will see us
We will contact you when your appointment is due so you don’t need to do anything right now. If you have a question, need support before your appointment or are worried about anything then, please contact us.

If you cannot attend your appointment, please let us know as soon as possible. This helps us rearrange this for you and offer the time to another family.
A 0 to 19 specialist public health nurse (health visitor) will receive information about your pregnancy from your midwife.
Expecting parents will receive a Personal Child Health Record (PCHR) also known as the Red Book.
Your Red Book includes:
information about the support we can offer
advice before your baby is born
ways to contact us
space to record your baby’s weight, height, vaccinations and other milestones
Our 0 to 19 public health nursing service may be asked by another service or professional to complete a health assessment for your child if there are additional needs or concerns. This will only be done with your consent and, where appropriate, your child’s consent.
If you have any worries about your child’s health or wellbeing, you can speak to your GP, your child’s school, or education staff. We work closely with schools and can offer guidance, advice and support when needed.
